UN Security Council to Hold Its Inaugural Discussion on AI Threats

In Brief

In a remarkable move, this week marks the first formal dialogue within the United Nations Security Council concerning the realm of artificial intelligence.

The session will be led by British Foreign Secretary James Cleverly.

The forthcoming gathering at the United Nations Security Council marks a historic moment, as it represents the first official discussion on artificial intelligence to take place in New York City this week.

As the current president of the U.N. Security Council, Britain aims to address the implications of AI on global peace and security. British Foreign Secretary James Cleverly will chair this crucial meeting, underscoring the nation's ambition to take the lead on global AI regulation. Earlier this year, U.N. Secretary-General Antonio Guterres supported a proposal to establish an international oversight body for artificial intelligence, akin to the International Atomic Energy Agency.

Antonio Guterres has expressed heightened concern about the potential misuse of generative AI. In particular, he pointed out the dangers posed by AI-driven applications that can create misleading images, which may lead to significant misunderstandings stemming from realistic deepfake technology.

"The alarms surrounding the latest iteration of artificial intelligence – generative AI – are ringing loudly, and the strongest warnings are coming from its very creators. These cautions must not be overlooked,” stated Antonio Guterres in June.

The United Nations is reportedly collaborating with a prestigious AI advisory group dedicated to continuously evaluating AI governance frameworks and offering recommendations to align them more closely with human rights, the rule of law, and societal interests. Work on this initiative is expected to commence by the close of this year.

Currently, ChatGPT stands as the most utilized AI tool worldwide, having been launched by OpenAI in November 2022. In May of this year, OpenAI executives shared a document titled \"Governance of Superintelligence,\" which emphasizes the need for a certain level of coordination among leading development initiatives to ensure that the emergence of superintelligence proceeds safely and integrates smoothly with societal values. report In this document, Sam Altman, Greg Brockton, and Ilya Sutskever also suggest that society may require an oversight body similar to the International Atomic Energy Agency to manage superintelligence development effectively.

According to a study conducted by the University of Montana, ChatGPT’s creative capabilities are remarkably comparable to those of humans.
