On November 24, a new metaverse strategy, specifically targeting government agencies, was introduced by Sheikh Hamdan. This strategy outlines frameworks to foster digital tech integration and metaverse utilization, along with plans to inform residents about the metaverse. Notably, there are intentions to create a virtual metaverse community inclusive of investors, tech startups, and end-users.

In conjunction with various institutions, this renewed strategy anticipates opportunities for collaboration with private enterprises and event management firms. These partnerships are set to facilitate international conferences centered on the metaverse, which will help position Dubai as a central hub for metaverse activities.

In July, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum first announced the Dubai Metaverse Strategy, which aims to inject $4 billion into the local economy and generate around 40,000 virtual jobs over the next five years.
